Introduction
Over 250 delegates from 80 countries, representing governments,
inter-governmental and non-governmental organizations (NGO),
and academic institutions attended the World Summit on Physical
Education (Berlin, November 3-5, 1999). It was held under the
international patronage of the United Nations Educational, Scientific,
and Cultural Organization (UNESCO) and the International Olympic
Committee (IOC), and with the co-sponsorship of the World Health
Organization (WHO).
On behalf of the participants of the Summit and the International
Council of Sport Science and Physical Education (ICSSPE), I present
this paper to the Ministers and Senior Officials of Ministries
responsible for Education and Sport for discussion at the MINEPS
III meeting. The paper combines the latest research, content
from keynote presentations and workgroup discussions from the
World Summit.
